Effort Made to Make Congress More Civil
My gut instinct is that Republicans can't change their ways enough to have any branch of the government approach anything that would be considered civil. They are a rigid and violent group of people, they generally lack the notions of fair play and politeness. If you could find a Republican that could demonstrate these qualities, what's the point of generating a relationship because he probably won't make it through more than one election because Republican voters want their candidates to be rigid and violent, so why bother? No remotely rational Republican can survive more than a single term, so you're better off just exploiting that weakness and trying to paint the entire party as the cruel and ruthless monsters that they are and move on. While the effort is a noble one and should be theoretically possible to achieve, I think that the Congressman is trying to humanize an enemy that doesn't share any human style emotions with him.
