If This Had Been an Actual Tsunami
Well I'm proud of them anyway. The response time from event to warning was outstanding. The fact that at the local level things didn't go as well as we would have liked is a smaller concern. For the nutjobs that don't understand why we need to run tests of emergency response plans, this is exactly why. You don't know what's going to go wrong until you actual try to activate your plans. I think California was lucky enough to get a free test of the system with no event and they should try and capitalize on the failures for refinements of the local response to the system. I think they should go ahead and take the decision making for evacuations out of the hands of locals and instead have a single state authority that just tells the locals to evacuate their population instead. The decision is too complex to leave in the hands of people that don't understand the magnitude of the situation.
